Offender Profiling

In New Zealand the Censorship Compliance Unit of the Department of Internal Affairs enforces the Films, Videos and Publication Classification Act 1993.

As such it investigates the distribution of images of child abuse and by February 2007 had resulted in 245 convictions.

Analysis of these offenders provides a Child Sexual Abuser Profile.

  • This is almost always a male crime
  • Most offenders are urban dwellers
  • It’s a European crime
  • Most often students and IT professionals
  • Majority are young aged 30-34.
  • The majority have never had a previous criminal conviction.
  • 13% had already been convicted for sexual offenses.
  • Almost a quarter have direct access to the subjects of their collections.
  • Offenders commonly use social chat websites such as Bebo and MySpace which facilitate the sharing of information, pictures and videos to target children.
